Julia Fallon speaking on the main stage at CoSN 2025
Julia Fallon

Technology creates capability. Institutions determine impact.

Every education system I've worked inside has the same problem: it adopts technology faster than it develops the stewardship to use it well.

Three decades spent connecting policy to practice, vendors to educators, state agencies to districts. Seventeen and a half years at Washington's Office of Superintendent of Public Instruction. Five years leading SETDA's national network of state technology leaders, including as lead contractor on the U.S. Department of Education's 2024 National Educational Technology Plan. Service as U.S. focal point for the UNESCO‑UNICEF Gateways to Public Digital Learning Initiative. Some of that thinking now happens directly with boards and executive teams working through the same questions.
